Costigan is publicly a criminal, albeit a pretty good guy. He's been arrested three times (twice in Keeliai, once in the port landfall) and has gone to jail twice (in Keeliai). He's known to have dealings with Arthur (who did legit securities and was shady on the side), which is where he made most of his money.
His undercover status and being on meds are completely secret. His suite/location is fairly secret; he may have slipped up and made it public once, but I don't think so?
Hayley is a different story. If Sharon looks closely, she might notice that Hayley's public persona is fairly generic. She's a normal, sarcastic teenage girl. Obviously Sharon would know a little more, from the Hannibal stuff. It would also be public knowledge that she used to work at the radio and still presently works at both Stark Industries and Wayne Enterprises.
Hayley's suite/location is fairly secret. Her attack of Superman is the only thing that would be known about her shady side, if Clark (or Lois) told Sharon directly - not sure who Clark told, so you would have to confirm with Al (or Lee). Otherwise that would be secret too.
